The commencement ceremony was held in Udomxai on March 7, 2014. This is an EPC project. This project was financed by the preferential loan extended to Laos Government by Chinese Government, and awarded, as an EPC contract, to the consortium formed by Yunnan Sunny Road & Bridge Co., Ltd. and China Railway Design Institute 3 (CRDI 3). This section is a trunk road linking Luang Prabang and Oudomxay in Laos. This project will be completed in the next 30 months, and on completion, the project road will greatly improve the transport of goods and passengers, shorten the travel time between Pak Mong and Udomxai, and will be a strong driver to local economic and social development.
Both governments highly valued this ceremony. Prominent officials personally present at the ceremony included Deputy Prime Minister of Laos Somsavat Lengsavad, Laos Deputy Minister for Transport, Governor of Oudomxay, Deputy Governor of Luang Prabang, China Ambassador to Laos Guan Huabing, Consul General Li Kewu, CPC Secretary of CRDI 3 Liu Weiqun, Board Chairman of Sunny Road & Bridge Company Xun Jiazheng, both cut the ribbon at the ceremony, too.
In the ceremony, Yunnan Sunny Road & Bridge Co., Ltd. was presented with the C-Grade Medal for Development, its Board Chairman Xun Jiazheng with the B-Grade Medal for Outstanding Performance, Vice-Chairman and Project Manager Chen Qi, Deputy Project Manager Liao Zhihong, and Director of Office in Vientiane Wan Min with the C-Grade Medal for Outstanding Performance. Yunnan Sunny Road & Bridge Co., Ltd. has successfully and satisfactorily completed Na Toei - Udomxai Road since 2009, which has greatly promoted and is greatly promoting the economic and social development in Laos as well as the country's friendship with China. The awarding of the medals was decided by Laos Government, announced by Director of Laos Directorate of Labor and Human Resources, with the decrees issued by both President and Premier of Laos, and presented by the two leaders, i.e. the Director and Governor of Oudomxay, after finishing the medal-awarding speech.
