On March 23, 2013, the Design Clarification Meeting for South Section of China Aided Pakistani National Highway Network Rehabilitation Project was held in the office of the Company. The units present at the meeting include: ASEAN and South Asia Division of the Ministry of Commerce Economic Cooperation Affairs Bureau, the design unit China Railway Eryuan Engineering Group Co., Ltd., the design supervision unit CCCC Highway Consultants Co., Ltd., the supervision unit Guangzhou Wan’an Construction Supervision Co., Ltd. and the construction unit Yunnan Sunny Road & Bridge Co., Ltd. Such company leaders as Xun Jiazheng (Chairman of the Board), Liu Faliang (General Manager) and Chen Qi (Vice Chairman), directors of various sections and some members of Pakistan Project Technical Team were present at the meeting. The meeting was chaired by Zhu Zhiqiang, Manager of International Project Department, Guangzhou Wan’an Construction Supervision Co., Ltd.
On the meeting, the experts and representatives present carefully listened to the report by the design unit, design supervision unit, construction unit and construction supervision unit on the engineering design and construction schedule.
Du Daxiang, Director of ASEAN and South Asia Division of the Ministry of Commerce Economic Cooperation Affairs Bureau, delivered a speech after listening to the report by the foresaid units. Director Du pointed out that this project was of great significance, highly political and sensitive. Highly concerned by the leaders of different levels, it was also a project attracting great attention of the Ministry and the Bureau. The design unit, design supervision unit, construction supervision unit and construction unit were pillar enterprise with rich experience in foreign aiding projects, but the three parties must cooperate and work jointly to complete the tasks as required. Director Du proposed the following requirements: firstly, in terms of safety, including production safety, personal safety and property safety, each unit should establish the “emergency accident contact mechanism, emphasizing that the responsibility for each sector of safety management must be broken down to individuals, strengthening the construction site safety and anti-terrorism inspection, arranging adequate contact persons, persons in charge and safeguards to ensure perfect safety. At the same time, communication should be conducted actively with the Pakistani Party to urge them to carry out the safety work, appropriately arranging safeguard personnel in time. Secondly, engineering quality should be ensured through rigorous control to realize high standard and strict requirements. Thirdly, construction term and schedule should be ensured. The key was that each party should take action as soon as possible, the construction organization should move early, implement plans rigorously, report to the higher level in time in case of special conditions and work with all formalities completed. Fourthly, at the construction site, the three parties should take their respective responsibilities with mutual communication and coordination, showing mutual respect and understanding with consideration of the overall situation. Fifthly, it was to property handle the relationships with the Pakistani Party as well as China Embassy and Economic and Commercial Division to Pakistan, trying to get the understanding of the Pakistani government and relevant agencies during construction, respecting the local customs and religions. In case of difficulty during the construction, support should be obtained from the Economic and Commercial Division and relevant information should be submitted to the competent organization. Any problems that couldn’t be solved should be reported back to China for consideration in time. Sixthly, it was required to strengthen the “five personnel” staffing at the site. Changes in personnel should be reported for approval in advance and the “asking-off system” should be implemented strictly. Seventhly, in terms of site changes management, general change supervision may be approved at the site but it should be reported and put on file; material changes must be handled according to the procedures specified, and acting first and reporting afterwards should not be allowed. Eighthly, it was required to coordinate with the Pakistani Party to ensure accessibility based on the scheme and ask the Pakistani Party to coordinate in implementing our detailed scheme and report it for filing. Ninthly, it was required to follow the labor service subcontracting system strictly, which must be reported for approval based on the procedures specified. Tenthly, it was required to communicate with the Pakistani Party in advance to communicate on the affairs concerning the technical acceptance examination on the sections completed.
Subsequently, the representatives present carefully reviewed the construction drawings, made in-depth discussion and exchanged opinions about the questions proposed by the construction unit and construction supervision unit. Finally the design unit answered the questions proposed with common understanding reached on the meeting. The meeting was successful.
Finally, Director Du pointed out that as this project was faced with many difficulties; each unit participating in the construction must take their respective responsibilities, cooperate in good faith and overcome difficulties together to successfully complete the construction tasks of this project.
